The city requires a Vacation Rental Certificate with a yearly fire inspection, and Bay County handles the tourist development tax. Tourist tax administration also changes hands this fall, so make sure your filings go to the right office.
Florida requires a vacation rental license from the Department of Business and Professional Regulation (DBPR). Inside Panama City Beach city limits, as of 2026, every vacation rental also needs a city Vacation Rental Certificate. To apply you need a notarized registration affidavit, your DBPR license, Bay County tourist development tax registration and a local Business Tax Receipt. The city lists a $250 new registration fee and $150 annual renewal, plus $75 for reinspection and $100 if the inspector cannot get in. Fire Rescue inspects each unit, and occupancy is set at inspection.
Signage is required. Houses need an exterior sign and condos need an exterior decal showing the responsible party's name, a 24/7 contact number and the certificate number. Inside, near the entrance, you must post an evacuation map, the occupancy limit and compliance notices. Bay County has a separate registration program for one- to four-family homes in unincorporated areas.
Taxes: Florida's 6% sales tax plus Bay County's surtax, and a 5% tourist development tax in the Panama City Beach, Panama City and Mexico Beach area. Effective October 1, 2026, the Bay County Tax Collector took over administering the tourist development tax from the Clerk. Do not assume your platform remits the county tourist tax for you. Check your Airbnb tax settings and confirm with the Tax Collector.
We did not find a published local price survey, so get written quotes. Condo towers mean elevator waits, loading zone limits and long hallways with linen carts, which slow crews down. Sand gets everywhere, balconies need salt spray wiped off and many homes have pools or golf carts to check. Ask whether the price includes laundry or if linens go to an outside service.
